Dr. Klaus Starl
Klaus Starl is the executive secretary of the ETC Graz. He holds a doctorate degree in economics from the Karl Franzens University of Graz. He is a lecturer at the University of Graz. He specializes in human rights indicators, the prohibition of discrimination, human rights at the local level, the right to education and economics of distribution. He conducts professional trainings for the judiciary, military forces, police, border force, politicians, members of the public administration and education professions. Klaus Starl is a human rights consultant for the city of Graz, member of the city’s Human Rights Council and appointed as scientific advisor for the European Coalition of Cities against Racism (ECCAR). He is managing research projects since more than ten years for national and international research programmes, functioning as coordinator in three FP6 and FP7 projects. He is also managing the Austrian Focal Point for the Fundamental Rights Agency.
Dr. Markus Möstl
Markus Möstl is a research fellow at the European Training and Research Centre for Human Rights and Democracy in Graz and holds a doctorate degree in law from the Karl Franzens University of Graz. He is a legal expert for the Austrian National Focal Point within the EU Agency for Fundamental Rights’ multidisciplinary research network FRANET. His further research interests are the common security and defence policy of the EU and human security, human rights indicators, as well as expert bodies monitoring human rights. Dr. Möstl was involved in numerous national and international research projects, including the FP7 projects MULTIPART and FRAME.
